This is a normal mode of transportation for couples here. I've seen many couples riding like this. I also saw a mom with about a 3 year old riding in a seat behind her and what looked like a 1 year old mounted in a seat facing her on the handlebars. Dutch bikes are larger in comparison to bikes we see in the US. They look kind of funny with the high handlebars, and they seem to ride much higher, giving you a better vantage point when your riding around.
